The communities are run by the Basel Institute's International Centre for Asset Recovery (ICAR), and they are practitioner-led. They run on operational knowledge, investigative technique, and real case experience rather than classroom theory, and they give investigators what most capacity-building efforts do not: a trusted peer network, hands-on training, and the cross-border channels that jurisdictional friction usually blocks.
The gap they close is the gap Kodex closes every day.
